Para ello, se ha instruido personal como observador tecnol\u00f3gico, a trav\u00e9s de convenios con la Centro de Estudios y Prospectiva Tecnol\u00f3gica Militar \u201cGeneral Mosconi\u201d, de la Escuela Superior T\u00e9cnica.<\/p><p class=\"text_column\">Este Observatorio se incorpora a la Antena Territorial de Defensa y Seguridad del Sistema de Vigilancia Tecnol\u00f3gica e Inteligencia Estrat\u00e9gica, que impulsa el Ministerio de Ciencia y Tecnolog\u00eda de la Rep\u00fablica Argentina. En su trayectoria, se intenta encontrar aspectos relevantes para la comunidad aeroespacial en \u00e1reas como: sistemas atmosf\u00e9ricos, sistemas espaciales, armamentos, sistemas de navegaci\u00f3n y apoyo al vuelo, doctrina y legales; cada una con sus diferentes sub\u00e1reas que intentan, de alguna manera, abarcar los intereses y conocimientos del profesional aeroespacial.<\/p><p class=\"text_column\">La forma de llegar a la comunidad aeroespacial, en particular, y a la sociedad toda ser\u00e1 a trav\u00e9s de boletines peri\u00f3dicos, informes, reportes, documentos de inter\u00e9s e investigaciones del \u00e1rea, propias o desarrolladas por instituciones asociadas, as\u00ed como otras publicaciones de inter\u00e9s en el nivel nacional e internacional. En el futuro, se tratar\u00e1 de concretar un foro que permita la discusi\u00f3n de diferentes aspectos asociados con nuestra acerca de cuestiones relativas al Aeroespacio, que guardan relaci\u00f3n con el ejercicio de la soberan\u00eda. Hecho a partir del cual se derrama la gesti\u00f3n de seguridad como ausencia de peligros o riesgos en \u00e9l, integrando \u00e1mbitos operacionales, acad\u00e9micos y de investigaci\u00f3n, desarrollo e innovaci\u00f3n, considerando como \u00e1reas de seguimiento las siguientes:<\/p><ul><li>Atm\u00f3sfera<\/li><li>Espacio exterior<\/li><li>Poder aeroespacial<\/li><li>Estrategia y planeamiento<\/li><li>Nuevas tecnolog\u00edas<\/li><li>Legal y Escuela Superior de Guerra A\u00e9rea, tendiente a proveer, a los Recursos Humanos de la Fuerza y a la sociedad, toda informaci\u00f3n acerca de cuestiones relacionadas con el Aeroespacio, como dominio tecnol\u00f3gico y recurso natural, desde una perspectiva operacional, legal y tecnol\u00f3gica en \u00e1reas como avi\u00f3nica, navegaci\u00f3n, armamento entre otros. Brindando, informaci\u00f3n acerca del estado del arte en el mundo, la regi\u00f3n y el pa\u00eds, difundiendo distintos aspectos de los desarrollos tecnol\u00f3gicos en materia atmosf\u00e9rica y espacial.<\/p><p class=\"primeralinea\">El Observatorio es un instrumento de vigilancia tecnol\u00f3gica que se crea como un \u00f3rgano consultivo y de informaci\u00f3n, que provee un programa de investigaci\u00f3n, extensi\u00f3n y excelencia acad\u00e9mica, a partir de la capacitaci\u00f3n de los alumnos de la especialidad de \u201cConducci\u00f3n de Fuerzas y Sistemas Aeroespaciales\u201d, como investigadores observadores tecnol\u00f3gicos.<\/p><p class=\"primeralinea\">El Observatorio realizar\u00e1 su actividad, a partir de un acuerdo entre la Escuela Superior de Guerra A\u00e9rea (ESGA), de la Facultad de la FAA y de la Escuela Superior T\u00e9cnica de la Facultad del Ej\u00e9rcito, poseedora de la administraci\u00f3n de la Antena Tecnol\u00f3gica de Seguridad y Defensa de la Rep\u00fablica Argentina ante el Ministerio de Ciencia y Tecnolog\u00eda de la Naci\u00f3n.<\/p><p class=\"primeralinea\">El proyecto tiene por objetivo elevar el nivel de excelencia en la formaci\u00f3n de especialistas, formados en el \u00e1rea aeroespacial, a la vez que permite llevar a la comunidad aeron\u00e1utica y espacial informaci\u00f3n acerca de: aeronaves, veh\u00edculos no tripulados, operaciones, sistemas de ayuda a la navegaci\u00f3n, normativas legales, doctrinarias y operacionales vigentes en el mundo y la regi\u00f3n, nuevos sistemas de armas, de apoyo al vuelo, sistemas satelitales y espaciales, estrategias y tecnolog\u00edas de empleo en el espacio y sistemas atmosf\u00e9ricos, entre otras. La actividad se desarrollar\u00e1 a trav\u00e9s de informes peri\u00f3dicos, acerca del estado del arte en la materia, desde una perspectiva estrat\u00e9gica y t\u00e9cnica.<\/p><p class=\"primeralinea\">La realizaci\u00f3n del proyecto es capacitar a los futuros especialistas en operaciones aeroespaciales, como observadores tecnol\u00f3gicos. Ello apunta a una doble idea:<\/p><ul><li>Lograr que los futuros especialistas aprendan las habilidades propias de la Vigilancia Tecnol\u00f3gica y de la Inteligencia Estrat\u00e9gica, de acuerdo con lo que establece el manual respectivo del Ministerio de Ciencia y Tecnolog\u00eda.<\/li><li>Elevar la calidad de las investigaciones, para los Trabajos Finales Integradores, a partir de la posibilidad y conocimiento acerca de c\u00f3mo obtener informaci\u00f3n y valorizar las caracter\u00edsticas y el origen de estas.<\/li><\/ul><p class=\"primeralinea\">La informaci\u00f3n que los alumnos obtengan en su calidad de observadores ser\u00e1 sometida a un grupo de expertos (analistas), relacionados con las \u00e1reas del Observatorio, quienes realizar\u00e1n un an\u00e1lisis y arribar\u00e1n a conclusiones, las que conformar\u00e1n una base de datos del poder aeroespacial, que ser\u00e1 de utilidad para todas las \u00e1reas del quehacer aeron\u00e1utico y espacial. Las informaciones, que se consideren m\u00e1s relevantes, ser\u00e1n remitidas a la antena de Vigilancia Tecnol\u00f3gica de Seguridad y Defensa, para su difusi\u00f3n.<\/p><p>El observatorio, a su vez, emitir\u00e1 de manera peri\u00f3dica entre sus asociados un bolet\u00edn con las principales novedades en la materia (la posibilidad de acceder a \u00e9l ser\u00e1 completamente libre y gratuita).<\/p><p class=\"primeralinea\">Inicialmente, la difusi\u00f3n de la informaci\u00f3n se ejecutar\u00e1 a trav\u00e9s de la P\u00e1gina web de la ESGA, donde se crear\u00e1n algunos foros para el tratamiento de los temas espec\u00edficos. Un aspecto a cubrir por el Observatorio es el contacto con otros centros de estudios y grupos de pensamiento, para los cuales el aspecto aeron\u00e1utico y espacial sea de inter\u00e9s. Finalmente, por sus caracter\u00edsticas intr\u00ednsecas, el observatorio tambi\u00e9n se constituir\u00e1 a los efectos de la I+D de la Defensa en un sistema apto para ejercer vigilancia
